I believe that is easily resolved. Use the time zone of the club founder or if international then UTC.
Alternatively each club could have a setting for the reset time.
This could easily be changed, indeed. But the discussion in Beta shows that chess.com is not willing to change it.
Yes I did see that. Maybe a further discussion here between admins may bring a different perspective.
Also further to #3, if the club country field is set then that could be used as the time zone setting.
If we are not getting a policy change for invites can we at least get a timer to show when invites will be available.
A couple of irritating issues with club invites.
1. The 24 hour clock for the 30 invites restarts after every invite. A better method would be a reset at a specific time each day. This would mean that the invites could be undertaken at any point in the day instead of 24 hours after the last one.
2. There is no record available to admins of the invites sent so they may be reviewed.
