Caster has given me the permission to reproduce our discussion.
Caster: We won all matches last season for one reason, because I was convinced that I had created in my team to climb to the top division. Our previous game against Budapest was the biggest game in team history with 57 Iranian players and this contest is still going on. All players tried to get us to the next level, and if this game repeated again, they will not trust in my words. I can't explain to them that the tournament has changed and all our hard work was for nothing. As I said before, we need a new opponent to I can explain the new conditions for my players.
Me: Your previous work was not for nothing - you will most likely promote to WCL 1st division. Now it is a completely different tournament.
I do not see why I should change the opponent. Last year team Moscow had to play vs Guadalajara three times. Why not? Moscow participates together with Rasht in three competitions: TMCl TOC OCS this year. It may happen so that we'll have to play three times. Why not?
Caster: You can change our first game then in the second round or any other round we will play with Budapest. All the players know we have a presence in several tournaments like tmcl, ocd, wcl , cwc...Please make your final decision and let me know.
Me: Rasht plays vs Budapest in round 1. This is not my wish, but how the pairing algorithm works. There are no reasons to make an exception. Please, let me know if you'll play the match.

I see that Marignon introduced Fenerbahce Istanbul in this city competition.
i am against having footbal club teams in this city competition.
Is not fair to play with all fans of the footbal club from different countries and cities when here is a city tournament where the competition is between the players from one city.
i am against having footbal clubs in this competition of cities.
We are not starting with the same chances having footbal club teams.
It is not fair.
I can bring to this competition the footbal club Steaua Bucharest and i can invite all the romanians that are fond of this footbal club.
This will not be a city competition.

My opinion is that in some countries people are more likely to build their activities around sports clubs, which are actually multisport and may even include chess and there is no sane reason to ban any team from this competition.
We have a rule against mercenaries - so too many fans from different countries will not participate.
Then I should say that Fenerbahce is more limited (compared to Bucharest) even within its own city, because many Turks are fans of Galatasaray and Besiktas.
About Adriano's idea - we need 1 more voice to support it.

It is better if you could do something positive and encourage http://www.chess.com/groups/view/team-iasi-romania to enter the competition (they refused the invitation) and to give chance to the Romanians who live outside of Bucharest to play here.

if new team sign ups allow for it, then ok, I say no special exceptions or work arounds be made to current roster if not enough teams .

It might so, although I disagree because at the beginning deviate from the rules.
This is not the WCL, this is a different competition. I do not see why not play again.

You can not explain to his players that this is not the same competition?

As budapest admin noted, We will not compete with them at this time

I am the leader of the group and Team Croatia, Zagreb Team and Team Hajduk. I'm leading over almost five years in their group through competition and WL, WL960, EL, CL, WCL and CWC. During that time, no one has asked for a change opponents. None of the admins has not made an objection to your opponent and refused to play. Nobody wrote "I'm looking for another opponent or withdraw from an event"
It is blackmail and should not be allowed!
He can not explain this situation the players, and can gather over 600 players (before 2-3 weeks there were approx. 500) from all over Iran and all over the world and create a large international group.
Finally. I think Team Team Rasht is no place in this competition.

I can say that I invited Team Tabriz and Esteglal Teghran in the competion, but they did not sign and did not explain their reasons.
I also understand that Team Rasht has huge problems with integrity (but I don't know how to address them).

However, if there is a compromise solution and 2 of 3 referees support it, it is possible to show good will.

Agree with this - very difficult (and should not cave in to demands) - however as it is the first round and in the interests of getting the tournament started...
If the teams who have signed up late already been paired? They could be alternate opponents

I think some of the larger City teams (non-football) are already stuffed full of players from anywhere in that country - so having a fan club stuffed full of worldwide fans is not really different.
After all we have the flag rule which mitigates against having too many international players...

I think we have to choose one team wich represents the city itself. So I agree, if there is a city team: no need the footbal club here!
There are no more country teams either...
