Hello! I still consider the possibility of a Swiss tournament this year, but honestly, I don't see how it can fit with WCL, WCL960 and ECL, where teams get 4-5 matches every month till July. I myself think that adding any more matches in that period before August would overburden most of the teams. Matches that count for 2 or even 3 tournaments that existed in our 2 previous seasons were not a good thing because they potentially caused some disagreement and were a matter of my choice (I tried to be objective and I thank the team managers for not blaming me, but still it was a deviation from the "pairing by the software" principle). Then we have August, September and October (and probably early November) with only 4 matches in WCL 960 planned - and I think that would be a good time to organize some event, although no "normal" Swiss tournament would fit in just 4 months with 3days/move control. I fancy some kind of what is played in Pro Chess League (see https://www.chess.com/article/view/pro-chess-league-guide) - 4 big regional divisions with preset 6 or 7 rounds, (not all teams in the same division should necessarily play each other) and then some best-standing teams continue in match elimination format. This would be much easier to manage than a Swiss competition, but we'll need some objective criterion ranking teams. But this format is just an idea. What I wish to absolutely avoid is promotions, demotions and multi-tier divisions - this is all stress and no fun. If anyone can add anything, they are welcome.

A. Participation To participate a team should meet the folllowing criteria: a) Its name or Location field in the Settings should clearly state which city it represents. b) Meet the requirements to the minimum number of players per match. B. Tournament Format The tournament is played by the Swiss system in 9 rounds. C. Schedule The Swiss rounds are anounced based on the current standings from February till October at the last Friday of each month. The challenges should be accepted iimediately and matches started within 10 days. Swiss pairing principles 1. The pairing for the new round takes place at the scheduled date. The Swiss pairing is provided AUTOMATICALLY by the program stChess 2.20. The following provisions are inidicated ONLY in case it will fail for some reason and manual pairing will be necessary. The following criteria are taken into account for pairing:a) Provisional team score for the date of pairing. Recalculation for the closed accounts is applied. If the score difference is 2 points and less, and the match is not won mathematically (>50% points), it is considered drawn. b) Provisional Buchholz coefficient (sum of team scores of all opponent teams)c) Power (nb of players + average rating) The procedure of pairing is transparent. The provisional team scores and additional criteria (if needed) are published together with the schedule 2. In general, teams are paired to others with the same team score. 3. Pairing for the first round The Team's list is arranged by Power and divided into two equal parts: The teams from the upper part of the list are placed on the left and those from the lower part, on the right. The first player from the left-hand list plays the first player from the right-hand list, the second plays the second, etc. 4. Pairing procedure for the remaining rounds. Teams are divided into groups based on their provisional team score from highest to lowest. Each group including an even number of teams. Within the score group teams are arranged by Buchholtz and Power and their pairing proceeds as above (#3). 5. If the number of teams of the score group is odd, a team from the next possible lower score group shall be transferred to the score group to be paired, who has not yet played with at least one of the players of the higher score group. If there is a choice, then the team with the highest Power is to be transferred. 6. Any two participating teams scheduled to play in WCL playoffs or CWC Participation round can be forced-paired to play each other in WCOS to avoid excess match load if: a) Their match by CWC/WCL schedule is set close to WSOS schedule; b) There is no more than 1 point difference between their current standings; c) Admins of both teams do not object to such suggestion. The player eligibility issues in these matches will be ruled by the provisions of WCL or CWC correspondingly.The recalculations and final results for the purposes of WCOS will be defined by the rules of WCOS. D. Matches. At the indicated Challenge date the team admins should issue challenges as follows: Match name: Open Cities Swiss 2015 R(n): Team 1 vs Team 2 Starting Position: Standard Days per move: 3 Rating range: Open Min Players: 5 Concurrent games per opponent: 2 Auto Start: No (Match start date) Rated: Yes All challenges should be sent and accepted within 48 hours from the Challenge date of the round. If a team has issued a challenge, but it was not accepted on time the team admin should a) try to contact the admin of the opposite team, and if unanswered; b) post a link to the challenge or the match in the dedicated Match Problems topic. The matter will be adressed by the TD to establish the reason of the delay and to start the match as soon as possible to the interest of the league and both teams. If a team cannot play temporarily for an excusable reason, the match can be rescheduled. Any teams that have forfeited their matches in a round (through no-show or low participation) will be forced-paired in the next round to minimize negative impact on active teams. Any team that forfeits two matches in WSOS is suspended from the competition and thus not included in the pairings for the next round. E. Scores Win = 1 point; Draw = 0.5 Lose = 0. F. Standings The final results and standings of the season in the 1st division are published when all matches are finished. The results and standings of the season in what concerns the promotions and relegations are fixed at the new season day. The match score by chess.com is taken into account together with fairplay penalties and bonuses. If the teams equal to the number of points the supplementary criteria are applied to determine standings: a) Buchholtz coefficient and if it is equal, then b) Summary percentage of points taken in all matches All matches, which are not finished at the new season day, are declared won if a team: a) has scored more than 50% possible points in the match (won mathematically), and if not, then: b) all unfinished games in that match are adjudged by the TD using top computer engines and common sense and considered won if there is a clear advantage and drawn otherwise. G. Fairplay If a player account is closed, all of his matches will be declared lost. Each player can play only for one team in the league during the same season. If he plays for several teams by mistake, he can declare, which team is his "home team". By default, the team whose team match with his participation was opened earler is considered "home team". All wins and draws scored by him for other teams are deducted from match scores. In any league match it is not allowed to have more than 1 foreign flag (mercenary) in the first 10 tables and 2 mercenaries for every following 10 tables in the match. If such case occurs in a match, all wins and draws of extra mercenaries will be subtracted from match score. The following flags are not considered mutually foreign: all flags on the British Isles; all flags of the former Yugoslavian republics and Albania; all flags of Spain and its provinces; Swedish and Danish; Azeri and Iranian; Canadian and Martinicain; Russian and Ukrainian (for team Sevastopol only); Greek and Cyprus - the list can be expanded whenever it is well-founded and concerns many players. It is presumed that a player flag is constant during the season. No manipulations with flags and locations to bypass the rules are allowed. All players involved in such manipulations will be treated as mercenaries if their manipulations are reported. Under no circumstaces shall admins discourage low rated players to join their Team or remove any players, especially low rated, from their roster - unless they are mercenaries, multiteamers, or have above 25% of timeouts. The team admins shall inform their teammates about the rules content, especially in what concerns the fairplay rules. H. Disputes and claims Any disputes and claims connected to the above rules, their application, match results, player eligibility, any decisions of the TD, and other issues in connection with this tournament should be ruled by the Referee Committee basing on the rules above, best practices and common sence. If draw again, the teams assign a different player and they play live chess within 5 days etc." The 2 teams must assign here the latest on March 21 the players and their 2 games will take place on Sunday March 22. Let me remind what is at stake - the chance to play competitively against other city teams, to get the place be among 12 best teams at the outcome of this tournament and to play in a regular round-robin tournament as it is done in all top leagues: World League, European League, Champions League, etc. This tournament is a qualifying Swiss open for participation by any city teams and other teams representing a clearly defined locality. This is the topic to report those who play for multiple teams in the same competition. Playing for multiple teams can become a very serious issue in this competition. I remind the rules: One player is not able to play for two different teams in the league for the same season (multi-teamer). If such case occurs in a match, all wins and draws scored by the multiteamer will be subtracted from match score. The organisers have no responsibility for combatting multiteam play. Only those cases of multiteaming that are explicitely reported are taken into account for score recalculation. For the lack of time I cannot check and report multiteamers in a constant manner. However, I know that there are home-made software tools checking the presence of players in matches of multiple teams. If anyone can share it or take the responsibility for checking the matches of the competition, I will be very much obliged.
