Whats the point in doing that? and anyways, if you change your profile picture it replaces your picture everywhere
the internal server takes a little time replacing the old picture.

Try converting the full size image from jpg to png and uploading it again. It might use a different resizing/resampling algorithm that is less blurry. I see that your image is a jpg and MainframeSupertasker's is a png. A png would be better for your image I think.

Names can be made up any time @extremedragon, but it's EXTREMELY RARE/IMPOSSIBLE for a different account to have the exact same username with a "2" at the end and not have the same user as the first account
the two users know each other calm down, i know both of them
