Suggestion regarding upvote/downvote

In my opinion, the admins/moderators and forum users should agree on a standard as to what upvote/downvote means (it is getting worse more recently with useful posts getting downvotes, while completely irrelevant posts getting upvotes [I mean posts that are irrelevant there]). I prefer the following: 
Upvote/downvote: use it to show your opinion about the value of the post (which includes filtering out spams). The relevance of a post is part of its value, but there is a difference. 
React with thumbs up/down: To show whether you agree or disagree with a post

I am not asking to enforce. Awareness would be good enough. It would be good if people meant the same thing by upvote, instead of people upvoting for different purposes, such as agreement, to show that they value the post (whether they agree or not), and to just be friendly with the user who posted.

How do you know B is expressing opinion on A's opinion? Some people (admittedly a minority) have a notion of useful information (e.g. as in many stackexchange sites), and would like to upvote a post them deem useful irrespective of whether they personally agree with it or not. An upvote could mean that. The issue is that more often that not, people are using upvote here to just show whose side they are on. This significantly de-values the forum as a source of information.

By taking the time to up/down-vote. PersonB is expressing a (un)favorable opinion via the up/down vote process.

If agree with someone, but want to say Wrong forum here... , thumbs-up AND downvote is very misunderstandable, right? And we can't see the same person voted so. We see One think it's wrong here, and one agrees.

I use thumbs-down when I disagree, but we can talk about it; and vote-down when we can't - that's for Nazis, racism, and related forms of bad stuff I just don't want to have on this page or elsewhere, as much as a forum doesn't want spammer.

Fighting this with "awareness" only makes it worse; you're feeding trolls and giving them exactly what they seek (attention).

A downvote is also a sign to the mods to be fed up with spam; and of course worth no more energy than one click and no real answer to feed them.
