This is a false and true fact.
You can set it specifically for 9 rounds let's say. If the minimum limit for 9 rounds isn't hit, the rounds are reduced to the number possible with the amount of members.
If the minimum limit is hit, there will be 9 rounds.
That is, unless some members withdraw midway in the tournament. That would reduce the number of rounds.
It's not automatic really.
