Curious about this chess set..

Interesting set. I can't find anything in Google.
- Hand painted theme set
- The pawns with pipe is unique
- I can't place where the hat on the pawn might originate
- Is that Santa Claus or St. Nicklaus?
- The hat on the bishop looks like a French military cap... or possibly a Hussar? I think Russians may have a similar military hat as well.
Figuring out the characters and country of origin might help with google searches. I'm not sure what the rooks are.

Had this set stored for decades before pulling it out recently. Pieces wooden hand crafted and painted. Case has fairly old clasp.
No missing pieces.
Any idea as to origin and/or style?
