I like the rule. Maybe tying it to prize money instead of to participation would be good but trying it in the simplest form for a few years makes sense to me.
The notion that those who manipulate their ratings will find some other way to cheat is a bit beside the point, namely that they will have to do so. This way will be denied them.
Large cash prizes for lower rated players are crazy.
Why? They pay all the entry fees. Let 10% of their entry fees go to subsidize the GM's. Lower rated players should have a chance at a share of the rest.
That is a good point. An alternative might be to reduce or eliminate the cash prizes and lower the entry fees.
Presumably the organisers believe that it is the lure of the cash prizes which attract a lot of their entrants rather than the opportunity to play chess and the chance of glory. I am not sure they are right and the cash prizes will certainly attract interest from sharps, as the subject of this thread illustrates.

They are half-right.Most people play for cash in such events.
I dont play for cash! if it goes to your head then you will lose the games play for enjoyment and rating
