You are correct, but I do not know why the guy is trying to build his own chess clock.
If he only want to play some games and want avoid the expensive prices, I think it is better to use the computer chess clock.
However, if he want some fun while constructing (or even selling it), it is another discussion.

An hour glass is sufficient and cheap. Spend a little more for an elegant one.
Are you a time traveler from the distant past? It's 2021 AD, when you can buy a digital chess clock for less than an hour glass. And, I can't imagine how much gold frankincense and myrrh a blitz chess hour glass would cost you!
