I think an engine will have a huge problem evaluating positions without Kings on the board. It would probably(if such program existed) eval all positions the same, and therefore make sub-optimal moves.

Best to set up the positions and then have the kings set somewhere out of the way. I haven't seen any engine that works without the kings, since most chess software is designed to calculate the best move toward checkmate.
Without the kings the game is not chess. Because the goal of the game of chess is to... (not to grab pawns) but to give checkmate, and you can do that ONLY if there are kings.
I think he wants to set up simple puzzles for beginners, in order to get them to learn how the pieces move.
I believe it's called "the pawn game". Maybe that phrase will help you look for software that plays it.

The reason I am asking is connected with the book by Karpov (who seems to know what chess is) I have and which have a lot of exercises with pawns only (or pawns and one or two pieces only) which I would be happy to do on the computer. And, yes, it is a book for beginners (mainly children)
It's not an unreasonable request but all the engines and GUI's I'm aware of necessarily enforce the legality of the position. IOW, there must be 2 kings on the board!
