Good books on planning creation

So I read silmans books on planning but the problem is his books show position that have imbalances my problem is I don't know how to create something out of nothing. When there are weakness in a position I can find a plan with not much problem.

So any good books on creating plans from scratch? Right from the opening and midlegame but without memorization.

But at Silman say, the goal of chess is to try to create favorable imbalances in the position and plan your game around those factors. So if no imbalances exists in the position you have to create them first in your favour, here after you can make your plan.
