Help with Fritz13

I recently bought Fritz 13 on a disk and have two issues.  Your advice on this would be much appreciated:

1. I played two 90/30 games with Fritz in a rated game mode.  In both cases, I set the computer strength to elo somewhere between 1900 and 2100.  In both games, Fritz made a series of very obvious blunders.  I have a 2008 laptop, but I cannot imagine that, giving the time control, etc., Fritz is handicapped by my computer to that degree.  Any guesses?  I feel like I must be missing some very obvious setting.  Am I missing another overriding difficulty setting that applies despite my selection in the rated game window? 

2. Second issue may be related to the first.  When I try clicking on "Levels/Optimize Strength" under the "Home" tab, I get the following message: "Warning: No book."  Could this error message be the reason for the problem described in the paragraph above? Also, Is this a reference to an openings book?  I do see that I only have access to the "LiveBook" (i.e. no loaded openings book).  So, in a related question, do opening books usually come separately from Fritz 13 or does it look like I accidentally failed to install one on my computer during the installation process?

I had the same problem with Fritz 7, when you install it it does not automatically load the book onto your hardrive,  go to help, it'll explain how.

As far as issue # 1, I know most of these programs when limited to a certain strength, will make one or two blunders, then play demonically and try to come back with all their might for the rest of the game. They don't seem to be able to just play 3rd best moves all game long, or have any special way to play "1900" chess. So making a blunder or two would make sense, but you are talking about a series, like six or seven in a row? I don't know about that, hopefully someone who has Fritz 13 will read this and maybe they will know what's up.
