There are many good books out there, but if you are interested in Silman's Reassess your Chess, don't hesitate to buy it. I have it, and I highly recommend it.

I think you'd be better off saving How to Reassess Your Chess for later. Chess Master vs. Chess Amateur(descriptive) by Euwe and Meiden, Winning Chess Strategies(algebraic) by Seirawan, Logical Chess Move by Move(available in algebraic) by Chernev, or even The Amateur's Mind(algebraic) by Silman would be more appropriate for your skill level than How to Reassess Your Chess.
Basic tactics books and basic endgame books would be even more appropriate for your skill level and more likely to produce improvement than middlegame books. Maybe you already have that covered though.

I've taken a look at Jerry Silman's How to Reassess Your Chess, but I am a bit hesitant on buying it due to a slandering assessment of Silman's performance i saw on a chess forum.
I hope you're kidding. You're rated under 1000, and you're worried that the IM writing the book you're interested in doesn't have a good enough performance? At that level, you could read a book written by me, if I had one.
I'd also agree with Quasimorphy that tactics are probably the way to go at that level. Strategy does you very little good if you can't spot the fork, or leave a piece hanging.

Silman wouldn't even recommend his book to you at this point. It's too advanced. It's an intermediate book. It's not for beginners. HTRYC is for next year, or the year after that. Get something more appropriate. Morphy is right.

I only want to learn from the very best. You can't have a teacher who makes the wrong moves. I can spot forks and I dont leave a piece hanging. Heck I have never been in a proper tournament only 10 min online live games

Read a review on The Amateur's Mind and it wasn't very positive... Leaning towards Winning Chess Strategies and Logical Chess Move by Move.
