That looks like a plastic Minsk Set. There were several versions of them - some had extra pedestals for the kings & queens.

I believe these might be from the 80s. Made in Belarus as souvenirs perhaps. Hopefully, somebody knowledgeable will chip in with the info.
I think they are weighted and good enough quality for a soviet plastic set. Odd design. I like it.

I had such a gift-souvenir set in the 80s.
Pieces and pawns had a "golden" border on top.
They were very heavy and all the weight was at the base.
What I didn't like was the sharp top. So "nodding off" at the board was traumatic))).
