I don't know if the magazine was translated. What is known, however, is that Bobby Fischer read them regularly, probably in Russian. Most of the Russian editions can be found here in djvu format:

Chessbookshop.com usually has several volumes for sale of Shakhmaty v SSSR, I’ve purchased a number of Shakhmaty Bulletins from him, I’m trying to get a complete run of this magazine.
Good day. Is anyone here familiar with Shakhmatny Listok (Chess Papers) or Shakhmaty v SSSR (Chess in USSR), the periodical published by the USSR Chess Federation? Have any of these bean translated? Are there originals or printed reproductions available? Electronically (PDF or PGN)?
