Why not 10 Qxe5 and exchange queens with material in end game? Am I missing something?

I too fail to see what 1.d4 d5 2.c4 e5 3.a3 is supposed to do for White.  For instance, how do you play against ...dxc4 with the idea of ...Be6?

Lets say black plays 10....nxf3+, 11gxf3 if 1....Rd8 then 12Qe3 and after you 0-0 you have bishop pair and pawn.

Okay, yes 4.a3 is quite a valid try, likely to transpose to 4.Nf3 Nc6 5.a3 which is one of White's main ideas.  As Black I would play 4...Nc6 5.e3 a5 intending to meet 6.Nf3 (if 6.exd4 Qxd4 7.Qxd4 Nxd4 the b3 square may present itself as an important weakness) with Bc5.  I think it's important to disallow White the expansion with b4 if possible.
