I knew a master strength player who would open with 1.d4 and then would play 2.c3 against most of black's replies. He would bring his queen bishop to f4 or g5. It's a perfectly good system and black certainly cannot refute it. He just wanted to get playable positions that he knew and felt comfortable with. One does not necessarily have to get significant advantages out of the opening to win.
1. d4 d5 2.c3
