Maybe you can play black's second move just to narrow it down. Far too many options at this point.
1.d4 Nf6 2. c4 openings for white
2..e6 you can play 3 nc3 and allow a nimzo or 3 nf3 and allow a queen's indian but avoid the nimzo. 3 nc3 goes well with the exchange variation of the qgd but doesn't combine so well with g3 setups like the catalan. 3 nf3 does, but in the exchange line of the qgd it is considered suboptimal to play nf3 so early.
2..g6 3 nc3 gives a lot more options against both the king's indian and grunfeld compared to 3 nf3.
2..b6 could be a tricky way to get white to overextend. There's 3 a3 similar the petrosian qid in ideas. 3 f3 may be the most ambitious.
This is all my personal knowledge and it's possible there are better ideas out there.
