If you're afraid of KIA formations, play 1...e5. Playing 1.e4 e6 2.d3 e5 does allow 3.d4 or even 3.Nf3.
1. E4 e6. 2. D3 e5

What's wrong with this move order for black? Black loses a tempo, but he/she also avoids having to know any k.I.a. formations. Seems like a playable bypass.
You don't mind playing the White side of a Hanham Philidor or a King's Indian TWO moves down?
You are allowing 3 d4 leading to gambits which require study, probably more than you would in the kia. Also the philidor reversed is tricky and requires a lot of prophylaxis for your side. I think learning one line in the kia vs French is less work. You can dig those dxe4 lines if you hate the e5 lines a la fischer myagmarsuren.

To the OP... it is very playable if you like being down a tempo for no reason. I think white should take advantage of that immediately, and play f4:
The problem with your tempo loss is that it gives white an "extra move", basically, and white has no problems getting a nice edge.

Acknowledged.... never thought of this as an everyday choice... maybe only good for 1 or 3 minute blitz....maybe I'm thinking more along the lines of 1. e4 e6 2. Qe2 e5--- this is a better way than my first suggestion.
