There isn't much theory that is readily available, since it's a side line. What can help you, is white can transpose into the Botvinnik/Botwinnik system with c4 and e4, which has much more theoretical coverage.
Another pointer is: White can play d3 rather than d4 to enter an indepedent line. (d4 is a full Dutch of course) This can be used to break open the centre, but it can also be good to make the typical English bowl. (c4/d3/e3/f4) If black takes you have the free choice of exf4 or gxf4, the latter with an interesting game of course. The f4 break assures the black attack is stopped or much delayed. This is why it is quite early to go e5 and f5 like that. There is no central tension created, black seems to lack something to grasp onto.
Sorry I don't have more, but there is no end anyway if you consider all the normal Dutch lines black can play while white went d3 rather than d4.
