Avoiding King's Pawn Openings After 1.d4 Nf6 2.Nc3 and Moves Other Than 2...d5

So I would like to avoid things like 2...e6 3.e4 or 2...d6 3.e4 going into king's pawn openings. Is there any way to do this? 

I have tried 2...e6 3.Bf4 but then 3...c5 looks pretty good to me. And after 2...d6 3.Bf4 maybe Black plays ...c5 or ...e5 and I'm not sure what White is playing for.

Yeah I've been trying to play the Jobava-Prie attack and it looks hard to play without e4. I have looked at 1.d4 Nf6 2.Nc3 e6 3.Nf3 c5 4.d5 but I'm not really sure if this is too big a problem for Black.

After 2...d6 though I guess White has to play e4 sooner or later.

Thanks for the help. I am going to keep trying to find solutions to this problem.
