Beginner needs help about French

I know that Winawer var. is the most popular line in French.
But why did I never see White meet the B pin in b4 with a3?

White has a pair of B. And after light B get into d3, White is ready to start K-side attack.
Anyone could explain me why 6.Qg4 is rarely seen?
