f4 controls the e5-square, so it helps taking control over the center.
f4 doesnt help to develop any piece, whereas moves such as e4, d4 or b3 help a bishop getting out.
an opening must provide a quick and safe castle. the light squared bishop cant get out relatively quick, and it breaks open the defending f2 pawn. You can castle queenside, but it takes longer and most of the time you dont want your king in the center.
