Good try skateboard...C4 will bring out the knight and then the game continues from there...the Queen is not brought out with 1.C4...2.KnC3...opening...slings his tournament size mat chessboard over his shoulder and walks away.

If your plan on move one is to "get your queen out," you still need a little work.

If you're talking about a followup to something, it all depends on what black is playing. If it's in response to a sicilian defense then c3 (alapin, B22) is a very nice way to deflate that, and force a transposition into another more passive opening.
It seems like you're referring to 1.c3, the saragossa versus 1.c4, the english. In this case, the c4 square is a far better choice (and exponentially more popular in high-level chess) for many reasons, not the least of which is (as you have said) the ability to develop your queen and knight. It also makes an off-center play for the d5 square. If black chooses to respond with 1... e5, white is given black's position in the sicilian defense but with a tempo up and should continue to mount a queenside offensive. This is known as the King's English.
