It means playing over an actual board, not online or postal chess.  Usually with standard time controls

Over the Board means:

Playing chess with peices and a board on a chessboard face to face with opponent and with time controls i.e... 40 moves in 2 1/2 hours..

after learning the semi-slav, i stopped playing albin counter gambit.

Whenever I play against it, I try to neutralize black's d-pawn as quickly as possible, and usually end up exchanging it for my advanced e pawn.

5...Bg4 (instead of 5...Bb4) is more popular. Black has also another alternatives like 5...Nge7, 5...Be6 or maybe even 5...Qe7!?  (recommendation of Houdini) seems to be playable.
