1. f3 is a pretty bad move. It’s used to have some fun with a troll opening, or maybe to catch opponents off guard. If someone plays it against you, just follow opening principles. You won’t need theory

You actually need to know 1 move of opening theory. 1...e5 and white can't play 2.f4 like they could against most other moves. Answering #1: The Barnes opening is used to play the Wrongcloud Attack (Read this article).
