The name of the line (and what White should do and whether this setup is good at all) depends on what Black plays. This is good against the reversed closed Sicilian and some other slower lines, but an early Bb4, c6+d5 or Nf6+d5 require a sharper response.
Hansen's book (The Full English Opening) covers some lines with this setup.
It looks like a Botvinnik setup that can lead to the Prickly Pawn Pass System. But for that you do have to play e4. e3-d5 together with b3-Bb2 is an idea from the Amsterdam Attack (kind of like a Nimzo-Larsen).
It also reminds of the Mecking variation, but since in most setups you play Nf3 this is more of a custom hybrid opening. Like the Dragodorf we could call this the Botterdam.
