I was wondering what is the best way to reach a four knights game where I can play the Belgrade of the Halloween Gambits.

1.e4 e5 2.Nf3 Nc6 3.Nc3 Nf6 4.d4 exd4

Or

1.Nc3 e5 2.e4 Nf6 3.Nf3 Nc6 4.d4 exd4

First one gives less options to your opponent to avoid it, unfortunatley both require your opponent to want to play the 4 knights game.
