It's the Anti-Max-Lange. You recapture the pawn on move 7, and after chasing the opponent's Q out of the middle, settle into material equality and a symmetric pawn structure by move 9.

Qh5 can lead to a forced draw after something like this :
8...Qa5 is the old main line which stands quite well, while the new Qd7 (thanks Ntirlis) is the way for black for a slight advantage in my opinion.
The opening gives nothing for white, while 5.e5, the modern attack, is quite interesting with complex play.

To understand why Qd7, just have a look on Qd8 line :
I guess black can hold this position thanks to bishop pair but now compare with Qd7 :
Qd7 just improves on Qd8 and leads to easy (at least) equality for black.
Almost nobody knows this new line (far from obvious : Qd7, who would consider this?) which can be see as a revolution.
Theorically speaking, white has nothing and black is probably a bit better.
I used to play this sort of stuff for White as a kid. Against players under ~2000, and anyone who doesnt know what they are doing, it can be good. But in reality Qa5, Qh5, Qd8 and now Qd7 are all fine for Black and if anything it's White who needs to be careful. If you are going to play 4.d4 then you need to look into 5.e5 really
