Well, there wasn't a draw claim, no drawoffer and there is sufficiënt material to mate, so if you would follow the rules exactly, the win would stand.
depends on what set of rules we are talking about. im pretty sure arbiters can award this a draw.

It looks suicidal to blow open the centre this way while behind in development, but i guess it's hard at our level to really punish this with the clock ticking. On the other hand i doubt i would be annoyed to see an opponent playing this.
It's not suicidal, it's just an inferior line. And I doubt that you would be able to punish it on any time control without using either a database or something of the like.
Don't get me wrong, what you're saying is right. I am absolutely certain that it's bejond my skill to prove much against this move, regardless of the time control.
But is this an annoying move? Without looking at a database i guess that W can simply play exd5 followed by simple development.The result is a rather open game where there's no denying W has the more pleasant position(nothing decisive of course). Now consider that:
-W has got exactly the sort of open position he was looking for, he can't be annojed in this regard.
-W most natural answer is also promising. A move which can be met with simple development is hardly annoying.
-W chances are no doubt better here than after cxd4
It's not an annoying move for W, but for B.
No doubt i can easily lose with W in this variation against equal opposition. But it's also clear that i'm very likely to earn an overall + score after a series of games. I would be very pleased to see B trying this against me. It just improves W chances without posing practical problems.
