Post the move order when you have questions like this. You won't get the best answer if the initial position is uncertain. After the moves 1.c4 e5 2.Nc3 Bb4, you do have the move 3.Nd5 as an option to avoid the doubled c-pawns.

I play this as Black. You can play Nd5, Black has a number of responses (a5, Ba5, Be7, Bc5) but none of them are particularly scary. The other thing you could do is play the 2. g3 line of the English. For a while I toyed with 1. c4 e5 2. g3 Nf6 3. Bg2 h6, where White is running out of useful moves other than Nc3, whereupon I can pounce with Bb4. The problem is that 4. Nc3 Bb4 5. e4 is a pretty unpleasant bind, the difference with the other line being that Nf6 is on the board so there is no f5 to challenge the e4 pawn.

It's not a bad thing for White to allow the trade on c3 there.
Just for discussion's sake, let's look at this position.
For one: Black just willingly gave away his king bishop for no real reason, other than to double White's pawns. But now, Black's dark squares are going to be weaker throughout the game (no more dark-square bishop for him).
Also, White now has stronger influence on the center of the board, due to the pawns on c4 and c3:
As you can see, Black has also now allowed White a very simple plan of pressuring the b7 pawn in the future, with White's queen rook moving to the the b-file, and the pressure from the g2 bishop hitting the b7 pawn.
If Black wants to minimize the pressure on his queenside, he's likely to play c6 and d5 at some point.
If that happens, White has the option of playing c4xd5, which would then undouble White's pawns quite cleanly.
If Black tries to avoid playing pawn to d5, then White will simply maintain more control of the center, and Black's game will remain more cramped than White's.
So ... long story short: White's doing fine.
