It depends what u play on Bc4, 3...Bc5 or 3...Nf6? Or other maybe?

If u play with Bc5, then Bc5 is the move. If u play with Nf6, then u guess...

There can be transpositions :

And with Nf6 :

If u like simple play, Bc5 is the move but if u don't fear complicated stuff, then Nf6.

you shouldn't, if you have enough experience in the open games. ...d5 is a useful pawn push on almost any occasion. The scotch gambit is toothless, really. But you have to know your stuff.
