The answer from the black side does not much matter. How I found out about this opening- Just was looking at the opening which does not matter to the defence of black. The main focus of defense of king side.

C3 does not always go, It could range from nc3 or d3. Depends on the defence.

So we could call this a Reversed Caro Kann (Modern) Gurgenidze!

In the game u give, e4 for black doen't make any sense, white should of course attack the centre with d3 or c4, not c3.

c3 would be to play d4 reaching the same kind of position (which makes sense if e pawn on e5, not e4)i gave for black with Gurgenidze system.
