Queen's Gambit Declined: Neo-Orthodox, Anti-Tartakower Petrosian Variation,

11 move opening. yet it has Rc1

What is your point?  The Kings Indian Mar Del Plata has the Rook moving to c1 on move 13 in one of the lines.  The Morra Gambit, Chicago Defense sees Rac1 on move 11.  The Orthodox QGD sees Rc1 on move 7!  The Polugaevsky Variation of the Grunfeld sees 10.Rc1.

There are lots of openings where Rc1 is played!  Big whoop!

no it just seems out of the blue. I literally tried to flag someone in the opening yet its considered a opening.  Its a rook develop that is on a open file in the mean time. Rc1 for no exact reason seems like someone is about to flag you in the opening. Rc1 doesnt seem like something that would be used in the opening unless its bullet or absolute theory.

It's because White is delaying the development of his king bishop, due to the pawn tension on d5/c4.

Once White moves the bishop (to e2 or d3, for example), then Black can play d5xc4, causing the bishop to move again (to recapture the pawn). So White often plays Rc1 as a useful waiting move. (Other waiting moves are Qc2, h3 and even a3).

Black's c6 pawn move is also related to the d5/c4 pawn tension.

Reuben Fine talks a lot about this struggle over a tempo in the Queen's Gambit Declined, in his classic book: Ideas Behind the Openings.

there is a reason for Rc1. White wants to have pressure down the c-file once it becomes semi-open after either cxd5 or dxc4
