It is not an opening, it is a development system which is "good" in that white is well-developed with no weaknesses (except king safety perhaps) at the end of it, and black must allow white enough time to achieve this set-up, which is why it is rare-ish and doesn't really have a name. The only case where something close occurs out of a mainstream opening is:
where black's set-up is like yours 
It's a decent way to develop and you can keep playing it until you see your opponents stop it in some way.
After playing this opening for quite a bit, I started to wonder about the specific name for it. Theoretically, it would look like this:
I thought it might be the Nimzowitsch Defense. Other variations of this opening include:
