after 1 d4 d5 2 nf3 nf6 you can wait with 3 c3!? or even 3 h3!? and only go for the torre vs specific setups and have something else for others. it avoids ne4. my problem with the torre attack is the same with other system based setups, when you outgrow them you have to give them up entirely and not much can be carried over to the next tier, since their typical ideas are not exactly universal.
