That's not quite true, though.  Look at the Colle system, for example.  Or, to a lesser extend, the King's Indian.

All openings have to have both sides on it. You need whites position to be justified by blacks moves.

Nevertheless, that would be a neat little formation to experiment with, granted black lets the position get that way.

It is quite true. "An opening depends, in part, on what moves your opponent makes." The Colle system is very un-sharp, it's true, and it works against a lot of different Black openings... but you don't just close your eyes and make your moves as if Black wasn't playing. No opening beyond the first few moves allows you to ignore your opponent.

How do we know black has not moved abd that this is a real position his knight can be moved back and forth

Black may have moved his knight c6 b1 while white made his position why are so many comments presuming black has not moved

It could be a potential new line for the English; assuming 1. c4.

Maybe;

1. c4 c5, 2. d4 Nc6, 3. Nf3 e6, 4. e3 Be7, 5. Nbd2 Nf6, 6. Bd3 0-0,   etc. 

Would give a similar postion to that posted by Rainbow Rising.
