Players from the past, Tartakower, Maroczy, Chigorin. Bent Larsen also played it several times. Nowadays it's considered too boring to play at higher level, white should play with a pawn on c3 instead of a knight.

I don't think players at the higher levels are worried about how "boring" it's considered. There tend to be concrete reasons openings are preferred.
Actually currently it is known that Nc3 Italians give black an easy equal game based on Na5 winning the bishop

OK so I looked at some games and it still doesn't make a lot of sense to me.
I'm not really sure what White is doing after 1.e4 e5 2.Nf3 Nc6 3.Bc4 Bc5 4.Nc3 Nf6 5.d3 h6 6.Be3 Bb6.
So I looked at some Tartakower games because he played 5...d6 6.Be3 often but it doesn't look good.
After 5...h6 Black won't be playing ...d5 anytime soon but What will White do now? I looked at 6.Be3 Bb6 7.Qd2 since Tartakower liked the Be3/Qd2 plan and now 7...d6. Now Black can just play ...Be6 and Qd7 and the position will be somewhat symmetrical. I don't know what White is trying to do.
