Yes, that's the idea. 4.b4 and then following up with c3 on the next move winning the tempo against either the bishop or knight if one of them captures, then d4 with a strong supported center.

Scott and chessmicky, I was talking about h6 at the beginning of this post, but when I got a chance to respond today my friend and I had already played another game where he switched it up and played Nf6. hence why my I got off beat from the original topic (which is now obsolete because I think he has realized that h6 is horrible) thanks everyone for the help it has been greatly appreciated as anything else mentioned will be

4. o-o can be answered with Nxe4 at which point the most common move is Nc3 gambitting a pawn. It's the Boden-Kiereritsky Gambit. Bd5 instead seems to save all pawns, but gives up the Bishop pair and Black seems better. Re1 doesn't actually work. Black will get a pawn in that case and have a better position. 4. d4 may be a more acccurate way to get the kind of play you want.
