That's a pretty normal Queen's pawn opening, but black is not really playing theory. In a calm opening where white does not play 2.c4, you often enter the Colle with c3 at some point. It gives better support to the centre and it avoids Nb4. If black played cxd with a rook/queen on the c-file, then Nb4, stuff like that, you'll have a serious headache. Another thing. The doubled centre pawn can sometimes be strong, but it is not worth the bishop's pair. The king's bishop is a good attacking piece, especially if you hem your other bishop in early on... I would not allow Nb4 just like that. Another idea instead of c3 is b3 to bring the other bishop out. I think Schiller wrote something on that once. It is actually the Runinstein opening. It looks harmless enough, but you can suddenly flick in f4!? when black does not expect it. In other words you enter a white stonewall and go for instant attack on the king. Here Nb4 is especially annoying, since you really need Bd3 there. It's nice for surprise value and solid. Good luck, it's nice to play with that sort of positions and people often don't know it.
