No idea how to setup the chess game

Nc3 is not good here.

As a general rule of thumb, You do not want to block your c-pawn except in King Pawn openings.  2.c4 or 2.d4 or 2.g3 are better.

It's not a very good move, although it's probably going to catch a lot of black players by surprise. Here are better alternatives.

I prefer 2. g3 (the Barcza System), but I also play 2. c4 (the Reti Opening).

if you know how to counter the center the black will set up, then yes, it's perfectly fine for white, but unless you play a lot of Nimzowitch defense (pirc setup) you won't have much fun with it.

When a move up it should be OK for white, but that's about it.
