If you don't know what to do just develop your pieces, fight for central control or put your king in safety (usually by castling).

Come on, there are 19 other options for black!! There is not a general solution for all of them.

There are only two solutions to your problem: using your instincts or study all the opening theory avaiable. I suggest you use your instincts first.

Use the basic rules of development, and you won't have to worry so much about your opponent not cooperating.

They have a nasty tendency to play unwelcome moves.

I agree! Here is why: when I first learned to play chess I knew no one that knew anything about chess, so I had to teach myself.  (That was before computers.) I bought books and I read about openings, so I decided to buy a book on openings.  I bought, CHESS OPENINGS: Theory and Practice by I. A. Horowitz. 780+ pages!  It didn't take long for me to figure out that was not the way I needed to go at that time.  I finally learned about the rules of development and I learned more about surviving in the openings than from the book about openings, not that I didn't learn from it later.  I still am.
