If you want an endgame, the Petroff is not the answer. The Petroff is mistaken as a dull opening. It is not except in one line that White may choose to play, but that is White's decision and is rarely played. The Petroff is actually a very aggressive defense, but the symmetrical pawn structure turns some people off.
If you want an endgame early on, the Berlin Defense is your answer. White has a couple of sidelines to avoid the endgame (4.d3 or 5.Re1), but they are not scary.
There is nothing wrong with a 1600 playing the Petroff, but if your reasoning is to reach a quick endgame, you do not understand the Petroff and are playing it for all the wrong reasons.
I like the positions generated by the petrov defense.
But they say it is a very defensive.
