Philidor or Scotch?

What would this opening be called. It looks like White is playing the Scotch while Black is transposing to the Philidor?

That's the Scotch, but d6 is pretty week.  I would say after d5 white has a nice edge.  Great space, black gets cramped.  My database has white winning after d6 70%+.

I think it's a Philidor.

The pawn structure prevails on the move order.

I agree. looks Philidoricious to me

If white plays 4 Bb5 now its a steinitz variation of the Ruy Lopez .

Scid calls this "Scotch 3...d6", even after the Philidor move order. But it's pretty arbitrary.
