Punishing the hill billy attack, exchange variation?

So i'm a caro kann player, begginer level, and I often run into the hill billy attack, but, my opponents rarley go for the pawn sacrifice and instead exchange pawns and retreat their bishops.

 

So I'm curious if there is a way to punish this loss of tempo? i've looked at it casually with the engine but the game usually ends up as a drawish kind of game.

I play the Caro-Kann also, and I find that white often does 4.Bb5+ rather than what is mentioned. Whoever answers this question, can you take consideration of this line as well where possible?

The wasted tempo means that you are playing White, most likely the QDG exchange variation.  In this variation, the Bishop is out of place on b3.  There are three main strategies in QDG-EV.  The minority attack is the easiest to play.  Ne2-g3 followed by f3 and e4 gives you a strong center and possible kingside attacks.  Queenside castling and a pawns storm on the kingside is dangerous due to the missing c pawn.  IMO, the minority attack is the best due to the Bishop being out of place and biting on the d5 granite.  

Black has developed his problem piece, and it controls the b1 square which is about to be on an open file.

This is only applicable if White plays c3.  White could play c4, accept the IQP, and play a risky line down a tempo.

If 4. Bb5+, I would block with Nc6.  The Black LSB is useful on f5, I doubt White would waste another tempo to play Bd3.

A lose of a tempo by White just means that he is now playing a Black system, and the games should still be a draw.  However misplacing the Bishop will cause White many problems.  He needs to waste another tempo to get the Bishop to a good square.  He allows Black to find a good square for his problem Bishop.  Because of the well placed Black LSB, kingside attacks are hard to manage.

Although I prefer the minority attack, that doesn't mean that is the best for you.  Look at some games which include each of the themes and decide which positions you feel more comfortable playing.

NOTE:  I wanted to highlight square and draw arrows like chessbase and other programs allow me to do.  Is this possible on chess.com?

Lo que si tienes es un mejor control central y un alfil en b3 que no esta haciendo nada.

Las negras estan un poco mejor aqui, solo tienes que jugar contra ese alfil.
