I don't understand the question.  What do you mean by effective? for whom? at what level?  The QGD has been played by most world champions, does that answer the question?

I have played the Dutch for a long time, and the ideas are definetely playable, but I have been looking for another source, something less double-edged, and I have begun to look here.  I think there is something in the Queen's Gambit for whatever style of player you are.  There are a lot of variations, so play each one about 10 times, see what you like and don't like, and then you should be able to pick one (or more) that you want to keep in your repertoire.

I graduated 30 years ago.  The problem isn't grammar but too little informatin in your questions.  Ideas and pitfalls on the QGD depend on the variation you play and which color you are playing. The QGD is a very large scope.  It used to be the standard opening much as the Sicilian is today.

Black tends to a solid structure, the QB is sometimes a problem and winning chances are diminished.  White has a hard time breaking in and often loses the thread since few black players play the QGD.  The QG is sometimes called a point machine but that is somewhat overstated.  The QGD has declined because there are fewer winning chances for Black in comparison to say, the Indian defenses.  Remember, however, that increased winning chances usually means increased losing chances as well.
