I think that queen pawn opening can give you as white development advantage, and if you play with an unexperienced player then you will gain power on the queen side and put the king to safety early in the game.

1.d4 is developing not a piece but space, black cant punish it with 1...e5 because then he just loses the pawn

If 1.d4 was bad like you said, the worlds top wouldn't ever dare play it
Now, I'll give you the fact that your like 1/4 right if white plays something like the London or Colle but even still (As much as I hate those 2 openings) it doesn't mean that white will lose...
HOWEVER 1.d4 w/2.c4 gives a nice dynamic game that can also be used by attackers (look at Topalov) and by more positional players like Kramnik alike. There is no way its inept...
1.d4 may look bad if you are a really weak player.
Both e4 and d4 can result in long positional games, and tactical mess, you cant decide that only with one move.

Even if you play it without c4, you have the Veresov, which is an amazing tricky dangerous opening. So in all 1.d4 is good in all cases.
