Sicilian strategy in the Philidor?

As white in the Philidor Defence, would it be considered reasonable (or solid) to play a sicilian dragon-like structure e.g. e4 e5 Nf3 d6 d4 exd4 Nxd4 Nf6 Nc3 ... eventually followed by moves like Be3, f3, Bc4, Qd2 & O-O-O... or would white face a lot of problems due to black still possessing the c-pawn or missing the e-pawn... or could there be a different route altogether which is more solid, efficient, etc for white?
