Not good. 2.c4 is significantly better for many reasons:
1. Against the Modern Defense (1...g6), the London System is dubious at best and Black gets a small advantage. Even London advocates at the IM/GM level concur, like Cyrus Lakdawala.
2. Black is under no obligation to trade with you. Develop his Bishop to e7 or go instead of d6.
3. With perfect play by White against 1...d5 or 1...Nf6, he gets nothing more than equality coming out of the opening. Zero advantage for White after 6 moves is already moral defeat.
And in the title, you mention the stonewall, which is d4, e3, f4, Nf3, Bd3. Even this isn't good. Tim Taylor even points out in his book on 1.f4, which can transpose to the Stonewall attack, that this only works under certain circumstances by Black.
If you really are trying to find a lazy way out of 2.c4, you are better off playing the Colle against 1...d5 and the Torre against 1...Nf6 and 2...e6 or 2...g6 (note that after 1.d4 Nf6 2.Nf3 d5, you should play 3.e3 and go back to the Colle. Torre is not good against an early d5 without e6 or g6 because of 3...Ne4, which is strong for Black.
Whites moves would be something like d4, bf4, e3, bd3 aiming to trade off the black bishop. Thoughts?
