What is this opening?

Can someone tell me if this opening has a name 1.e4 e5 2.d4 exd4 3.Bc4

Is this a variation of the Urusov Gambit, or does it only transpose into a Urusov after the additional moves 3...Nf6 4.Nf3. A video on this variation by Peter Lalic can be found here.
